Training and employment opportunities for vulnerable groups in Mali

Needs-based vocational and social training and better income opportunities are intended to strengthen the socio-economic participation of internally displaced persons (IDPs), refugees and vulnerable host-community members. The project to strengthen socio-economic participation (PAPSE) operates in 22 municipalities in Mali.

Target groups often lack access to recognised training that reflects their needs and labour market requirements. Decentralised services and vocational training structures need strengthening so that training and income support are available locally.

Dorsch Impact GmbH implements PAPSE with GOPA WW and GOPA Infra under the BMZ Special Initiative “Forced Displacement”. The team analyses local labour markets and value chains, develops gender- and conflict-sensitive training based on accredited curricula, and strengthens municipalities, vocational training structures, cooperatives and business development organisations.

Project Activities

Dorsch Impact implements PAPSE with GOPA WW and GOPA Infra. Its scope of services includes:

Conceptualisation and implementation of local employment and labour market analyses
Participatory development of gender- and target-group-sensitive training approaches
Capacity building for municipalities in project coordination, constructive conflict management and local development planning
Adaptation and development of accredited curricula and modules for digital, decentralised and mobile short-term training
Improvement of training services, including conversion of a vocational training centre and training for teachers and multipliers
Decentralised short-term vocational and social training, including literacy, life skills, conflict transformation and job application training
Centre-based medium- and long-term training in labour-market-relevant sectors such as agriculture, livestock, construction and photovoltaics
Technical, financial and material support for 15 vocational training structures
Gender- and conflict-sensitive market, value chain and capacity needs analyses for cooperatives and business development organisation
Advice and capacity development on job placement, enterprise development, product diversification and market access

Impact

Needs-based short- and medium-term training for at least 3,700 beneficiaries
Introduction or improvement of decentralised vocational and social training in 22 municipalities
15 vocational training structures strengthened through technical, financial and material support
Better employment and business start-up prospects for graduates
Improved access to income opportunities for target groups and impetus for economic development at municipal level
